BS 6701:2004 and BS EN 50174-1:2009 require the production of an Installation Specification in all cases.

The Installation Specification, particularly the Scope of Work, will tend to be amended during the course of the installation. The final Installation Specification is an important contractual document in that it defines the acceptance criteria for the completed infrastructure. Failure to maintain the Installation Specification by means of change control represents a risk in terms of dispute, delays in payment and associated costs.

 
    What the published standards say:  

BS 6701:2004, clause 5.1.2, states that it is the responsibility of the owner of the premises to “provide an Installation Specification in accordance with BS EN 50174-1 for telecommunications equipment and telecommunications cabling."

BS 6701:2004, clause 4.1.2, states that it is the responsibility of the installer to ensure that “a Quality Plan shall be provided in accordance with BS EN 50174-1 for telecommunications equipment and telecommunications cabling.”

BS 6701:2004, clauses 4.1.1 and 5.1.1, state that "all telecommunications cabling shall meet all the requirements of the BS EN 50174 series of standards."

BS EN 50174-1:2009, clause 4.1.1.1, requires that "an installation specification shall be prepared ... and be agreed with the installer prior to the commencement of the installation"

BS EN 50174-1:2009, clause 5.1.5, requires that “all modifications, changes and deviations shall be documented in a manner agreed with the premises owner or an appointed representative."

Where the final Installation Specification differs from the document against which the installation contract was placed, a change control system is required to track the instructions provided by the owner of the premises. The failure to maintain the paperwork which constitutes the record of all changes made, together with appropriate approvals, represents a risk in terms of dispute, delays in payment and associated costs.
 
    What the published standards say:

BS 6701:2004, clause 4.1.2, states that it is the responsibility of the installer to “provide a Quality Plan in accordance with BS EN 50174-1 for telecommunications equipment and telecommunications cabling.”

A Quality Plan is essentially a register of the Method Statements to be applied to the specific installation, tailored to reflect the applicable contractual responsibilities and interfaces, together with information detailing the competence of the personnel to undertake the tasks outlined in the Method Statements.

The Installation Specification, particularly the Scope of Work, will tend to be amended during the course of the installation. It is therefore possible that the Quality Plan will also be amended to reflect the changes ot the Installation Specification.

Failure to maintain the Quality Plan by means of change control represents a risk in terms of dispute, delays in payment and associated costs.

If the installation process requires involvement by the owner of the premises (or directly affects the owner of the premises), it is important to ensure that the potential impact is identified, advised and addressed as soon as possible.

One of the most often ignored risks is that of optical fibre safety. The owner of the premises has the obligation to manage the safety of the site, particularly with regard to optical power. This obligation is being strengthened via European Directive and associated national legislation.

 
    What the published standards say:  

BS 6701:2004, clauses 4.1.1 and 5.1.1, state that "all telecommunications cabling shall meet all the requirements of the BS EN 50174 series of standards."

BS EN 50174-1:2009, clause 4.2.5.1, requires that "the location of cabinets, frames and racks shall:
allow subsequent measurements, repair, expansion or extension of the installed cabling to be
undertaken without risk of injury to personnel;
be consistent with the space, floor loading and other services required for information technology
equipment;
allow the installation of the necessary cabling together with the delivery and removal of larger
items of apparatus;
provide a minimum clearance of 1,2 m on all faces where access is required."

BS EN 50174-1:2009, clause 4.2.6.1, requires that "the location of closures shall allow subsequent measurements, repair, expansion or extension of the installed cabling to be undertaken without risk of injury to personnel."

BS EN 50174-1:2009, clause 4.2.7.1, requires that "the location and design of the termination points shall:
allow safe access during:
installation of the closure and termination of the cable;
the delivery and installation of information technology equipment;
operation of the cabling (disconnection and reconnection of cords);
maintenance and repair;
ensure that link performance requirements are met;
prevent ingress of dust, fluids (including flooding) or other contaminants;
take into account the level of security required for the attached information technology equipment
(e.g. termination points to which networking equipment such as wireless access points is attached
may need to be protected or located to prevent unauthorised access);
be in accordance with local regulations.”

BS EN 50174-2:2009, clause 4.6, requires that "closures shall be located such that it is possible to undertake subsequent measurements, repair, expansion or extension of the installed cabling with minimal disruption and in safety."

BS EN 50174-3:2003, clause 5.3.1, requires that "cabinets and maintenance holes shall be located such that it is possible for subsequent measurements, repair, expansion or extension of the installed cabling to be undertaken with minimal disruption and in safety."

BS 6701:2004, clause 5.1, states that it is the responsibility of the owner of the premises to ensure that "classification of areas containing optical fibre telecommunications equipment and optical fibre telecommunications cabling shall be undertaken in accordance with BS EN 60825-2."

BS 6701:2004, clause 5.3.2, states that it is the responsibility of the owner of the premises to ensure that "when subject to pole bending by maintenance personnel and/or processes, telecommunications cables crossing maintainable highways, other than motorways or designated high load routes, shall be maintained at a height of not less than 4.9 m." This requirement relates directly to text in BS EN 50174-3:2003, clause 5.4.3.

Failure of the owner of the premises to provide an adequate power supply may render the equipment inoperable and risk contractual litigation.
